Has document legalization become simpler?

From 1st April, 2019 if you want to submit public documents from Ukraine, the Republic of Uzbekistan, the Russian Federation, the Republic of Belarus, the Republic of Moldova, the Kyrgyz Republic submitted to The Office of Citizenship and Migration Affairs, documents must be legalized or certified by an Apostille by foreign competent authority. For example, documents issued in Uzbekistan you can legalize in Embassy of Uzbekistan in Latvia. It will cost you 40 $.
